They show the position of the Sun , relative to 14 pulsars, which are identified by the unique timing of their electromagnetic pulses, so that Earth's position both in space and time can be calculated by potential extraterrestrial intelligence. In summary, the pulsar map indicates angle from the galactic plane to the pulsar, with range 0 to 45 degrees. 45 to 90 degrees is physically possible but can't be indicated using the technique used on the plaque. There is no sign to indicate which side of the galactic plane the pulsar is on.
