Maybe not. If that shop owner leave bad reviews you CAN take it up with etsy by providing all the previous communication. That shop owner could order under a different name. or have a friend order and then do exactly what they probably intend to do. In that instance you won't have any proof that it is purely vindictive.
But you will need a separate email and username for each shop. And you can't sell the same thing in the second shop. You can have as many shops as you think you can handle. Two shops doubles the work and time involved. Three shops triples the work and time involved. Four shops...well, you get the message.
